All degrees must be received from appropriately accredited institutions. Preferred Years Experience, Skills, Training, Education Bachelor’s degree in a Emergency Management, Disaster Management, Public Administration, or equivalent experience in emergency management. All degrees must be received from appropriately accredited institutions. Any combination of education and experience equivalent to bachelor’s degree in emergency management, homeland security, public administration or a related emergency service field and three years of experience in emergency management, emergency preparedness, or other emergency services field. FEMA course work is preferred (IC S 100, 200, 700, 300, 400). Salary would be determined based on competencies, equity, budget, and market considerations. Required License Or Certification Valid Class C North Carolina Driver License or ability to obtain it prior to start date. This position is designated as a Mandatory Employee. The position requires the ability to be available on short notice for emergency situations. During activation of the EOC , relocation or visits to emergency or disaster sites on campus may be required during response and recovery operations. Must be available for call-back during significant emergencies and disasters. Certification Requirements Include Incident Command System (IC S ) 300 & 400 Certification, or ability to obtain this certification within one year of employment. Primary Purpose Of Position The primary purpose of the Emergency Management Specialist position is to manage the university-wide emergency planning program, to include maintaining the university’s Emergency Operations Plan, Recovery Plan, Hazard Mitigation Plan, and Continuity of Operations Planning. The position will serve in the absence of the Emergency Management Director during activation’s of the Emergency Operations Center or incident response. Primary Function Of Organizational Unit The primary purpose of the Department of Public Safety is to support the University’s mission of teaching, research, and public service by providing comprehensive public safety, security, law enforcement, emergency management, and related support services. The department is responsible for protecting life and property; enforcing the laws of the State of North Carolina and applicable University policies; safeguarding University assets; maintaining and supporting critical safety and security systems; enhancing the safety and security of the campus community; and ensuring preparedness for emergencies and critical incidents. Through proactive policing, crime prevention, emergency preparedness, threat assessment, security operations, emergency communications, the management of critical safety and security systems, and collaborative partnerships, the Department of Public Safety fosters a safe, secure, and resilient environment that supports learning, research, work, and campus life across North Carolina A&T State University and its affiliated properties. Work Hours 8AM-5PM Monday - Friday. Requiring some overtime and weekend work Is this position eligible for a remote or hybrid work arrangement, consistent with university and state policies. On-site (Employees are primarily in the office and/or have a critical job requirement that requires dedicated office space on-site) Key Responsibilities and Related Competencies Required Competency Planning and Organizing Duties Ability to analyze a wide variety of local State and Federal rules, regulations to determine University compliance; manages compliance with emergency management measures and guidelines. Ability to determine composition of corrective actions of existing programs; makes decisions impacting the campus policy or procedure. Ability to ensure self-audits are performed; reviews for completeness. Revises and continually maintains the campus Emergency Action Plan and supporting annexes ensuring that it meets National Incident Management System (NIMS) standards and incorporates Emergency Support Function (ESF) protocols; plan being an all-hazards plan that will be used in the event a natural disaster or a human-made incident strikes the campus. Coordinates with campus departments to develop and revise emergency policies ensuring that those policies are congruent with the overall campus Emergency Plan. Collaborates with the Emergency Operations Center (EOC) manager to revise as needed and maintain the EOC’s policies and procedures. Collaborates with University Relations to revise as needed and maintain the Crisis Communication Plan to include Aggie Alert. Establishes a repository of all University emergency related plans. Maintain and annual review of all Building Emergency Action Plans across campus with each building representative and conduct annual training on the plan with each building. Maintain and annual review of all continuity plans across the campus and conduct annual training with each department on campus. Required Competency Program Monitoring and Administration Duties Serves as a representative in the EOC and Deputy EOC Manager in the absence of the EM Director. Generally, assists with maintaining the EOC ensuring the proper functioning of all equipment and storage of adequate supplies. Assists with identifying and maintaining incident management software access and functionality, to include the operation of Veoci to coordinate with Guilford County Emergency Services and NC Division of Emergency Management and other local, state, and national partners. Duties also include assisting with coordinating critical incident debriefings and developing after action reports for all such incidents. Support University Drone Program as Co-Pilot and Supervisor over the program. Provide Emergency Management on-call responsibilities on a 24-hour basis. Respond to emergency calls, provide emergency coordination functions for incident commander(s) and other university stakeholders. Provide emergency management support for special events, to include weather decision support, as needed.
