The Building Operations Manager functions as the primary customer service representative for the leased facilities and serves as the main liaison between building tenants and the Property Services Department. This posting will be used to fill one full-time Building Operations Manager vacancy that will oversee the county’s leased facilities and Facilities Call Center. The office will be located at the Hennepin County Government Center in downtown Minneapolis. You must be a current probationary or permanent employee of Hennepin County’s Property Services Department to apply for this position. The primary duties and responsibilities of this position include: Supervise and manage the general operations, maintenance and repair of the county’s leased facilities. Supervise and manage routine maintenance and repair; respond to and coordinate emergency repairs, participate in troubleshooting facility-related issues. Maintain all leased facility files, project records, drawings, etc. and report all changes to the Property Services Planning Division. In addition, comply with other report requirements material safety data sheets (MSDS), work authorization, etc. Function as primary customer service representative to all stakeholders, Leasing & Land Management and the landlords, including: communications, participating/planning/coordinating stakeholder facility projects, resolving stakeholder issues, etc. Hire, train, coach, and supervise staff (three Office Specialist IIIs) for the Facilities Call Center. Oversee service contractor work to ensure that work gets done in accordance with the contract. Develop and/or edit contract/bid specifications and approve invoices for payment. Inspect work for compliance with contract/service agreements and ensure compliance with safety standards and building codes. Develop, present and manage annual facility operating budgets and prepare periodic reports as needed for leased facilities and the call center. Maintain current MSDS and oversee/enforce compliance of Health & Safety related activities (confined space, lockout tagout, and first report of injury). The Ideal Candidates will have: Five or more years of experience in leasing management as well as the overall operations, maintenance and repair of major or multiple facilities; including experience working with skilled and unskilled trades in the operations of a facility and experience in customer relations. Graduation from a university or technical college program; an International Facilities Management Association (IFMA) or Building Owners and Managers Association (BOMA) certification in Facilities Management may substitute for up to two years of the required experience. A valid driver's license with a satisfactory driving record including no more than two moving violations within the past three years. Candidates will be required to drive to various facilities with mileage reimbursed or take a defensive driving course and drive a HC vehicle. Knowledge of the overall operation, material and repair of building systems, pneumatic, direct digital control, boilers, chillers and packed refrigeration units. Knowledge of contract management practices, maintenance programs, leasing, codes, regulations and standards of efficiency. Ability to deal effectively with building inspectors, insurance carriers, vendors, landlords, the general public and county employees. Effective communication skills both verbal and in writing. Ability to supervise effectively, and to develop and maintain effective working relationships with staff and internal customers; ability to mentor/coach staff or others. Ability to produce documents, reports, etc. using the following computer software programs: Power Point, Access, Word, Excel. Experience with the following types of facility management software: preventive maintenance, energy tracking/energy management, building automation systems, and key management.
