Job Summary


Under limited direction, serves as the lead consultant and subject matter expert for the Customer Information System (CIS) and Customer Engagement Portal (CES), providing direction and oversight for the CIS Support Department. Oversees integration of CIS software with utility business functions and manages ongoing departmental initiatives.


Responsibilities


Engages with internal stakeholders and CIS users to analyze operational needs and translate them into clear technically sound system requirements.


Collaborates with the Information Technology, Advanced Metering Infrastructure and other departments to identify and resolve day-to-day CIS operational issues and related system concerns.

Evaluates the technical impact of assigned projects to ensure seamless integration with existing CIS architecture, workflows and operational processes.

Implement, configure and test new rates and fees to ensure accuracy and compliance.

Conducts system testing and deploys CIS upgrades to ensure stable, secure, and optimized performance.


Analyzes financial and operational performance metrics across departments and implements data-driven corrective actions to optimize processes and ensure high quality service delivery

Oversee CIS application lifecycle activities, providing guidance throughout development, deployment and ongoing and support phases.

Contributes to the design and enforcement of standards, procedures and methodologies to maintain efficient, reliable and secure system operations.

Assesses user training needs for CIS and system upgrades, evaluates training effectiveness and provides recommendations to enhance proficiency and adoption.

Develops and maintain guidelines and documentation standards of accepted application software.

Prepares, manages, and oversees the CIS department's annual budget and project related financial planning.

Provides oversight on projects and may serve as the project manager, leading taskforce activities to assess needs and evaluate, define, and recommend effective solutions.


Completes other job duties as assigned.

SUPERVISORY RESPONSIBILITIES

Responsible for the full range of supervisory activities, including selection, training, evaluation, counseling, and recommendation for dismissal of all assigned personnel.


Knowledge, Skills, and Abilities

Knowledge important to perform the functions of the job include:

Strong knowledge of utility billing and business practices, procedures and equipment.

Proficient Database (Access and Oracle) knowledge, with the ability to write complex SQL commands.

Extensive knowledge of Microsoft Office programs including Excel, Word, and Outlook.


Strong knowledge of office management procedures.

Skills important to perform the functions of the job include:

Strong analytical skills to analyze complex problems and make appropriate decisions in accordance with rules and regulations.

Ability to proactively identify opportunities or obstacles concerning data needs.


Education & Experience Requirements


Bachelor's Degree with an emphasis in computer science, Information Technology/Systems or related technical field plus six (6) years of progressively responsible experience in a highly technical area.

Equivalent experience may include program development or system implementation, billing, operations, payment processing, research, data analysis, or other complex IT workflows.

Certificates, Licenses, Registrations


Requires a valid Texas Driver License or receipt of a valid Texas Driver's License within 90 days of relocation to Texas and a safe driving record, as measured by company policy.
